South Lyon Fire Department

SLFD protects over 12,000 residents living in the City of South Lyon (southwest Oakland County). Our community ISO rating is a "3" (ratings are 1 to 10 with 1 being ideal). We are one of thirty departments in the State of Michigan with this rating, which means our residents enjoy decreased fire insurance costs.

SLFD is a member of the Mutual Aid Box Alarm Association  (MABAS) 3201 and maintains reciprocal automatic mutual aid agreements with the Lyon Township Fire Department (Oakland County) and Green Oak Township Fire Department (Livingston County). SLFD also provides mutual aid assistance to Washtenaw County.

All South Lyon firefighters are part-time / paid-on-call. South Lyon firefighters live in the community and provide significant cost savings to our residents.

The fire station is staffed with two firefighters on weekdays from 7:00 AM to 5:00 PM and Saturdays from 10:00 AM to 8:00 PM. Off-hours response is handled by on-call staff.

DEPARTMENT OVERVIEW
The South Lyon Fire Department (SLFD) protects the City of South Lyon in southwest Oakland County in the metropolitan Detroit area. SLFD operates exclusively with paid-on-call firefighters. The City of South Lyon has over 12,000 residents residing in 3.5 square miles with a historic downtown along with several commercial and industrial developments. The city is administered via a city-manager form of government with a mayor and six council members. The City of South Lyon has adopted the 2006 International Fire Code®.

As of December 1, 2017, the city’s ISO rating will be a 3. SLFD is a member of the Mutual Aid Box Alarm Association (MABAS) 3201 and maintains reciprocal automatic mutual aid agreements with the Lyon Township Fire Department (Oakland County) and Green Oak Township Fire Department (Livingston County). SLFD is licensed as basic life support non-transport with Huron Valley Ambulance providing advanced life support transport. POSITION OVERVIEW
This is a department head classification responsible for directing, planning and organizing the activities of the fire department. Reporting to the city manager, work is performed with extensive discretion using independent judgment within established laws, ordinances, and procedures.

This is a part-time, salaried position that will average 30 hours per week. The position requires exceptional communication skills, ability to meet the department objectives and goals with and without direction. The fire chief plans and directly supervises the activities of firefighting personnel in preparation for and performance of response duties to fire, rescue, and medical emergencies; supervises firefighting personnel to ensure that the fire department manual of procedures and City of South Lyon Personnel Manual are adhered to; participates in and conducts training; participates in fire prevention and community outreach. This is a “working” chief position with the expectation that the fire chief will regularly respond to incidents and be operationally competent and engaged. There is no administrative assistant, so the fire chief performs transactional activities such as payroll, invoices, NFIRS reporting, Freedom of Information Act requests, and related administrative functions.

The successful applicant will need to achieve residency that allows for on-call response on routine emergency incidents within an effective timeframe. This residency will be negotiated with the city manager.

IMPORTANT AND ESSENTIAL DUTIES

  • Lead, manage and direct activities and personnel of the fire department.
  • Prioritize financial objectives to meet current fire department needs with personnel and equipment while planning for future growth.
  • Develop, implement, and maintain effective, coordinated, and comprehensive programs for the prevention and suppression of fire, preservation of life and property, and enforcement of fire codes and ordinances.
  • Establish and administer policies, rules and guidelines for the effective, efficient operation and control of fire department functions and personnel.
  • Lead, evaluate and improve fire department performance; oversee improvement of human resource strategies; ensure continual development of fire department staff.
  • Establish on-going program of comprehensive preparedness for requests for service for natural or human-caused disaster incidents.
  • Complies with the rules, policies, and procedures as set forth by the City of South Lyon.
  • Operates the fire department in cost effective, efficient and sustainable manner.
  • Assures the fire department functions with other governmental and public service agencies.
  • Participates in joint conferences, regional and national meetings, and other professional meetings.
  • Prepares communications, directives, reports and makes oral presentations.
  • Remains current with best practices of the fire service through interactions at conferences or other professional organizations.
  • As a minimum emergency medical technician (EMT), provides emergency medical services as required and performs light to heavy rescue functions at emergencies.
  • Conducts themselves in accordance with the department's code of conduct and displays the attributes of a firefighter with integrity on and off duty.
  • Create and foster effective working relationships in the department among all ranks and with other departments and employees.
  • Reviews injury, accident, and health exposure reports, identifying unsafe work environments or behaviors, and taking action to prevent reoccurrence.
  • Responds to electronic, voice, or letter communications in a timely manner.
  • Utilize evaluative methods, to delegate authority, organize plans and ensure corrective measures are in place.
  • Enforces department practices, policies and procedures.
  • Uses the fire department’s official website and social media accounts to promote the fire department and inform the community of the fire department’s activities.
  • Performs other such duties as may be required or assigned

JOB-RELATED QUALIFICATIONS
Knowledge

  • The principles, practices, methods, and equipment employed in firefighting and rescue.
  • Fire hazards and fire prevention techniques.
  • Community risk reduction practices and protocols.
  • Reporting methods and record keeping pertinent to City of South Lyon, Oakland County Medical Control Authority, State of Michigan, and Federal Emergency Management Agency.
  • Rules and regulations of the City of South Lyon, State of Michigan, and federal laws pertaining to the fire service and fire prevention, and emergency medical services.
  • Employee development programs which include succession planning and employee mentoring.
  • Incident management techniques including working knowledge of the National Incident Management System and Incident Command System.
  • Strategic planning for the fire department including financial, capital and employee programs.
  • Email and software programs.
  • Social media.
  • Microsoft Word, Excel, and PowerPoint.

  • Direct and coordinate a multidisciplinary staff in firefighting, fire prevention, emergency medical services, and related activities.
  • Lead and command effectively in an emergency situation.

  • Delegate responsibility at his/her own discretion while being ultimately responsible for all fire department objectives and outcomes.
  • Ensures fire department personnel operate in a safe and effective manner.
  • Study and compare data to determine compliance with current operating standards.
  • Establish relationships and work cooperatively with elected officials, employees, and the public.
  • Give and receive effective oral instructions.
  • Create strong relationships with other agencies and lead inter-agency planning projects.
  • Establish direction, gain commitment and motivate employees.

Education

  • Graduation from an accredited college or university with a Bachelor’s degree in fire science, business administration, political science, public administration, or equivalent, as a minimum.

MINIMUM EXPERIENCE

  • Minimum of ten (10) years of experience in firefighting work of a progressively responsible nature.
  • Minimum of five (5) years of experience as a fire officer.
  • Experience working as a paid-on-call or volunteer firefighter.

  • Possession of a Michigan Driver's License with an acceptable driving record as prescribed by this department.
